If you want to straight up create a character you either have to be lucky, or be online during hours that shouldn't exist (or, more likely, both).

True, world transfer allows you to bypass the restriction, but it's not as hard to create a character on high pop servers as you think. Just has to be done in early, early morning or "Soap Opera" hours.

Except for Balmung. When I was able to create mine on Gilgamesh finally I was trying for Balmung, and this was over a year ago. Even at those early hours and after maintenance Balmung was still locked and I settled for Gilgamesh.
It took nearly a month for me even to get Gilgamesh.

I never saw Balmung open for creation and from what I read it pretty much never is these days regardless of time.

That used to be true with Balmung. Not anymore. Unless the server crashes, you aren't getting a character made on it no matter what time you try.
