To my understanding where these things are currently buyable (China and I believe South Korea) actually buying them is not only NOT stigmatized, but in many cases encouraged due to how the culture goes there. Atleast for NA and I believe EU (and I assume Japan) there is a stigma against it which is both part of why people complain about it AND will probably see a certain amount of people who will never use it. Meanwhile others won't use it not because they don't want to but because it WILL be pricey. More so since you would need to buy multiple level potions to get all the jobs up if one wants to go down that road. Nor will it bring them to Max Level/complete the at the time "current" MSQ.
Basically what I'm saying is you will most likely never feel you are forced to use either version of the Jump potion. Newbies may feel that pressure but that is more because of the expansions needing one to beat the ones before it to actually do it, which hopefully won't be the case for 6.0 (Given current story devolpment any possibility for expansions that technically start at 50 again won't start until after Garlemald has been visited and we start branching out into different stories.)

Part of the problem that this won't work is because of the pricing on the items.
The cash shop is so overpriced that even if a very small number of people buy things, it'll be profitable enough to continue to encourage SE to expand the cash shop and its exclusives.
SE is intentionally appealing to "whales" (i.e. a small number of people who spend enough money to be comparable to a lot of people spending a small amount of money) with their pricing. If other people buy, that's just a bonus as they will already get their justified profit. But with the high prices and low development costs of the cash shop, it doesn't take many people to buy to make it worth continuing to expand it.
It's unfortunately a part of modern gaming culture now. Unless the "luxury culture" diminishes in gaming and "whales" start valuing their money more, we'll see this trend continue and get worse.
They've given us a free emote almost every patch but there was none for 3.5....guess they've just decided to throw them directly in the cash shop. Sigh.......

You have total freedom of choice when it comes to your own money ^^
And that's exactly why I disapprove of people spending loosely in the cash shop. We're going to see more and more of the affects bleeding over. Even just cosmetic purchases affect everyone in the grand scheme of things if it becomes a popular enough practice.
How long until the best designed and/or majority of glamours end up in the cash shop and the quality of the ones earned in game goes down?
