I think this one is kind of justify because it used to be a China FFXIV exclusive along with the Monkey King set. Since they have to pay for it in the first place, it's only right that we should as well. Then there's the issue of why it wasn't in-game for them in the first place, because their payment system is different from ours and it's closer to a F2P MMO than our version.
