This is from Hawk's Eye reddit thread.

Damage = ((Potency / 100) * (WD * .25 + 1) * (AP * .11) * (DET / 7290 + 1) * BUFFS) - 1

As you can see, Attack Power is multiplied in straight-up. If you double attack power, you double the resulting damage (the -1 at the end aside). So Hawk's Eye is indeed a 15% damage increase.
