It is right, but he's misinterpreting it slightly. Well... it probably isnt right but #closeenough right for theroycrafting purposes.
Same-type buffs are additive. Like, if you had something that increases attack power by a certain % like hawk eye, then popped a 20% dex potion, you'd see your attack power increases by 35% (they both go off base dex/atp, which is funny because you'd sort of expect them not to). That 35% increase in attack power does raise your damage by a flat 35% vs having no buffs. Different types are multiplicative though. Toss in raging strikes on top of that and you get 1.35 x 1.2 = 1.62, so raging strikes is increasing damage by 27%.
A difference of 10% or so (actually I'd say even higher numbers) can be very hard to eyeball when playing on the field or whatever. Theres RNG to each hit too so that makes telling the difference even harder.
I did test this on a dummy xP Buffs to attack power or primary stat (except on tank) will give you a flat damage increase = to their %s, but tacking on dmg increase by % buffs will make those buffs do more than advertised. Resist down debuffs might be funky since players also have natural resist up against certain damage types in pvp. Not sure if slashing resist and melee defense are for example are lumped together in dmg calcs x_X
I like this idea, was actually thinking along the same lines. Its nothing to do with mudras being "too hard". I know how to do them just like hopefully every lv45+ nin does xD In pve they're a cute gimmick but in pvp the cast/animation time becomes unacceptable and getting interrupted inevitable. I'd actually be fine with just making them weavable so you could ready them as you do your rotation (and like... purify during when needed. so annoying that you cant). I dont think separate cooldowns are really needed (except maybe one for trick/sneak... maybe). Only other change i'd suggest would be moving slash resist to shadowfang, or moving heal debuff to dancing edge (or even better, move both to mutilate). The amount of time it takes for nin to set up its debuffs is absurd. Also imo stealth should just be fully disabled in feast. It actually is possible to exit combat and stealth with medals. Super cheesy and if nin werent considered crap-tier and avoided by most everyone you'd probably see it happen more often
