I'm sure it has become official by now that you can't sell houses.
I was just talking from what I knew, which might've been somewhat outdated.
Back then if I remember it was OK to sell a house if you like moved server or something, for the same amount that you bought it.

It is not against the ToS to sell plots, it is against the Tos when you are asking for a huge amount of money for them, like 100 M for a small. They will look into it in such cases, or pulling BM in bragging how you have 3 houses in shout on Balmung because your alt chr owns a FC, a personal, and while another has a personal while saying you take 100 M to think about selling one.
