I think the biggest problem with the Gold Saucer is the (now) lack of desirable prizes. As someone mentioned, a couple of orchestrion sheets and a minion every four months or so don't really cut it and I certainly haven't been motivated by any of the prizes since buying Fenrir. If even half of the things people on these forums ask to be put in the cash shop made it into the Gold Saucer instead, it'd be a whole lot more active.
You may call me crazy, but another problem seems to be that most of the prizes are incredibly cheap in comparison to how much MGP you can be spoon-fed ever since their "MGP buffs." The more expensive prizes are, the more time people spend in there earning them (and by association the more value people put on them). Take the Fenrir mount; when it was released, that was highly-desirable goal since 1 million MGP either required the devil's luck in the jumbo cactpot or devoting weeks of your life to staring at the Triple Triad UI after finding an NPC to "farm." His face looks like it was run-over by a motorcycle or dunked in a vat of acid, but people wanted it. Even the Adamantoise was somewhat desirable and much cheaper but still requiring time.
At this point though, nothing they have been adding as a prize in the Saucer really takes much time to save up for. The Archon Chair? Since doing Gold Saucer challenge logs for squadron recruits trying to get certain NPCs, I was already well-above the cost on release- and I haven't done the mini/jumbo cactpots in months and never did more than I needed just for Saucer challenge logs and I was done for the week. I only bought it since I was spending MGP on nothing else all this time, rode it for a couple days and pretty much forgot about it. This will be a problem with the Saucer if they release new prizes so cheap and few and far inbetween: People will likely already be sitting on the required MGP they accumulated...
