What? Who are you to decide that? You don't know if that people will return someday. Even if it is after 5 years. You cannot be sure 100%, that's why SE won't erase any character, despite the time they've inactive. Any MMO don't such thing.

How would you handle this on friend and blacklists? You'd create identity crisis issues and potential trolling. "Oh, he hasn't been on in awhile, I'll take his name and start causing grief"
This would affect unique names just as much as the unimaginative popular ones, and regardless of my views on the unimaginative ones, I believe there is something to be said for the value of a name that had some thought and possibly heart put into it.
I don't see a need for a system that potentially messes with that just to keep Skwall Tigerheart in circulation.

Because in order to rename their character from whatever square has changed them to they'd have to use a Fantasia wouldn't they? how would that be fair that they have to spend REAL money from taking a break from the game?
I would like to say first off I do agree with character that haven't logged in in X amount of time should get flagged for re-naming just to free up available names simply because there has been times where I've tried using a name which I had thought was more of a unique name and should be available and then find out it isn't and have to modify or come up with a new one. I've used the same name for many many years for online gaming and when I first came up with it no one else had a similar name to mine no matter what game I tried after a good number of years I would go to use my name on a new game and would find out someone already had my name.That being said, when you mean popular names, I can only guess that you're referring to completely unoriginal people that lack any sort of creativity and name their character after some popular character from a video game or a book or an anime or a tv show despite it specifically stated as being against the ToS. I'd rather names like that be locked out entirely (looking at all you Kirito/Asuna/Sephiroth/Cloud/Squall wannabes) and I certainly report them when I see them because it's against the ToS.
Secondly in terms to the ToS about not using trade mark names I do have to agree with it BUT in some case's that trademark name has a first and last name examples would be Terra Bandford, Cloud Strife, Asuna Yuuki (if I had spelled that last name correctly). While other Names are simple just Yuna, Tidus, Kirito (unless you use his real name from the show rather than his char's name in the game).
Those are just a few examples now I haven't looked into whether those names would be tradmarked or not but to use like the first or last name of some of the popular characters from games and anime or where ever else shouldn't be against the ToS especially if they're common name. Out of the names you had listed I just googled Asuna and found out it is in a list of common Japanese names for girls where for Kirito all that showed up was the Anime Sword art online, and I only did a quick search for those 2 names.

When did I say fantasia? If their name has been taken then obviously a system will be in place so that when they log in they cannot progress until they have renamed their character (an automatic, free process)
It's difficult to imagine a situation where a server would have 'run out' of decent names when we have first names and surnames available, without the actual issue being 'I want to use the exact name of a famous character or celebrity and someone beat me to it'. Which is already against TOS, so it seems silly to waste time building an entire system around defending it.
In WoW you only had one name and it was quite common for people to clash on the bigger servers; I had a character whose name was reclaimed when I was on a break since it was a rather pretty word. It's confusing for others when someone swipes the name of one of their friends, though.
Here is an example of whats being suggested, my character I started with during 1.0 I haven't used since since then before the game was modified to A realm reborn to use that character after ARR was made I would need to import my character data to the new format for ARR and then rename my character to be able to log in on the server its on because that name may already be in use by someone else. That character is still there, it hasn't been deleted but if I want to use it again I have to rename it.
