because melee don't need to reload their weapons?Why do all ranged DPS need castbars? Why do all melees need instant abilities?
Some variety never hurt anyone. As a melee DPS main I wouldn't mind SAM having some abilities that aren't instant cast to differentiate it from the other melees more. There isn't enough variety in roles as is since if you know how to play one melee DPS, you can play them all with ease.

well sure you can play them, but doesn't mean you can play them optimally.
I think that's just really part of the animation. I don't think that they would require us to hold down a button like that for combat... but who really knows at this point?they didn't mention "holding" but that's what i'm guessing - since in the video we can see him charging a skill - so i'm guessing you're holding down the button, or it's 2-click skill, where you choose timing to release it to cause maximum damage, as the glow flare.
So i don't think it's a cast bar, because even if you release it to soon or late, it will still go off for some minor damage and/or loosing out on any debuff/buff.

Going a little off-topic here but once you master the role of melee DPS you can play them all to a very high efficiency as long as you know the basics of those jobs. Melee DPS mostly boils down to uptime and knowing when you can and cannot take a risk pertaining any mechanics a fight has. These skills are universally applied to all melees and not really job specific.
Back on topic: what does casting have to do with reloading? I don't think BLMs reload their staves either. It's magic, it doesn't have to make sense.
iam actually okay with sam having a cast bar like brd/mch but if it ever happen i wish the cast time sound is not the same hissing sound like brd and mch
on the other hand i think the "charge" system is not going to be the same like brd/mch, unless the dev is already giving up on the class before even out.
iam thinking more like you hit enemy with X skill you got a charge, certain skill require certain number of charge to unleash, something like that.
I really hate going Bard in Ravana Ex; because he counters your attacks if they aren't from the right angle, but by the time you move to the right place, it's going to wear off before you can even finish one attack.
It's obscene. They tanked mobility, but keep mechanics that need you to be mobile.
I think that SAM will be a melee with few skills being on "cast".
Then the RDM will be a ranged with few skills being "melee".
And i dont think its a bad thing if it is done correctly.

The closer you are to the boss, the less distance u need to travel, to get into the right spot for that sort of thing.
