We welcome all levels so long as you do have all of the Dragonskin Map areas (CWH, Churning Mists, The Forelands, and SoC) unlocked. It's even fine if you can't fly in some of the areas, just mention this when joining a party to make sure someone has a two person mount.

Most of us are in various LS for The Hunt, we'll usually slay marks between maps if something pops up nearby.

The linkshell is usually quiet unless people are forming a party.

Most active users follow Open loot rules (need/greed/pass as you please), and most of us don't care if you have maps. You're more than welcome to form parties under whatever rules you like, just be clear about them so there is no confusion.
