Incidentally, my main character (Level 60 SMN & SCH, 58 BRD, at least 50 most other DPS Jobs) has still not been able to complete the final HW quest, as it said her iLVL was not high enough. Will that prevent me from playing some of SB?

I just got HW for PS4. When you install the expansion it will go through the process of registering it to your Square account and then it will show up on the mog station. When stormblood launches and you install is when it will update on your mog station.

The quest called Hevensward or the new MSQ added with 3.5?

Most likely you won't be able to continue into SB, as the MSQ would be need to be completed.
