I say this isn't an issue because this happened before when Ninja was released. I've seen videos of groups of 30+ ninjas running around doing fates. Of city states with crowds of ninja standing around everywhere, or running by. For awhile everybody was on ninja.. and then it evened back out.

The same will happen here. People will cap the new jobs, or decide they don't like them, and they'll be back on their old jobs, in the role they're more comfortable with. This could make thing's a bit skewed for a little while, but in the long run things will end up being like they are now.
