It can be an issue because even if you assume that people do not switch roles for long, you still need to retain the players as a whole. Even if you take out the possibility of any role population becoming more or less via role distribution, one of the roles might simply get bored (from years of the same jobs) and quit due to that.
Plus, there are ambivalent edge cases - classic example would be the guy who gears DRK second to get some swift queues when needed but doesn't usually play it in all other content.

So yeah, I can see tanks and healers becoming less an issue. But it's a bit early to see just how big that effect will be.

I say this isn't an issue because this happened before when Ninja was released. I've seen videos of groups of 30+ ninjas running around doing fates. Of city states with crowds of ninja standing around everywhere, or running by. For awhile everybody was on ninja.. and then it evened back out.

The same will happen here. People will cap the new jobs, or decide they don't like them, and they'll be back on their old jobs, in the role they're more comfortable with. This could make thing's a bit skewed for a little while, but in the long run things will end up being like they are now.
