Long term, this is going to be a disaster. We will have 9 dps, 3 healers and 3 tanks which is a perfect distribution for 5 man and 10 man teams, but our teams are 4 man and 8 man (as far as we know). No doubt there will be healers and tanks who swap their main role for this new and interesting dps game play. I'm one of them (even if I'm just a casual baddy). This role shift will affect not only Expert roulette dungeon queues but also the savage raid and primal scene.
I said in an earlier thread that a part of me wished for SAM to be a dps and I acknowledged there would be consequences. Namely not getting to actually play the new jobs in any group content (except PotD). There is a possibility that some people who previously tolerated longer queues as a dps will now reach a breakpoint where it's too much, and that will cause them to tank or heal more often. People don't like being excluded from content. This could help balance the roles but I'm not sure by how much. I guess the community will need to be more tolerant to healer and tank mistakes now that those roles will be a scarcity and some players will be new to it.
