What the title says, There is no real reason to craft it for progression sake, and it's just a really cool Glamour. So why not let people who aren't Blacksmiths have a chance at it, without being at the mercy of it's creator's usually high Gil price. There are a number of items in the I-Lev range of the Sword of the Round and Shield of the Round, in the Gold sacks. And both happen to be glowing versions of Primal weapons. Progression won't be hampered. Because Blacksmithing it will be a Guaranteed source, whereas the Gold Sacks, you are at the mercy of the RNG system, Blacksmiths will still have a reason to craft it.
