I recommend what i'm using if you are going laptop. I'm using the MSI GE62VR Apache Pro. It has Geforce GTX 1060 with 3g video ram, 16g ddr4, 256 gb ssd + 1TB drive. I just got it like a month ago and I love it.

Mines about 3-4 years old now I think so it's specs are getting a little dated.

This plays the game on maximum settings between 55-60 fps. the frame rate will drop a little in 24 man raids or the odd s rank if tons of people show up and start spamming actions. I tend to run slightly under maximum settings NVidia optimiser suggested I change my multisampling and drop 2 things from maximum to very high... can't remember what exactly.
given it's 3-4 years old though I would think you should be able to pick something up today with better specs than my laptop, runs the game on very high settings and is easily within your budget..
