Yep, I saw her there once about a week ago. She and an elezen girl watch two boys do laps around the plaza where it's paved. They all leave when it's sunset and despawn at the door leading up to the tavern. A couple of friends and I spent the "day" sitting with them and taking screenshots. This is the first time I've seen her with other NPC's, though.

Roegadyn children don't exist.

But yeah, she's been around as long as Idyllshire has (I remember back at HW launch everyone losing their mind over "OMG ADORABLE MIQOTE KITTEN IN IDLESHIRE" )
As others have said, she's an orphan (most likely the child of the 2 Miqo'te lovers that got killed) and over the course of the patches
1. realized her parents aren't coming back ever
2. withdrew from the main street she originally waited for them at to go cry by herself
3. got cheered up and made friends with the carbuncle the ARC lady near Rowena was searching for
4. presumably also got cheered up by Khloe reading her stories about endless slaughter and blood that we wrote down for her
5. (since this patch) became friends with other children in Idyllshire that she now plays with at the fountain

There is actually 3 Miqote children in game. Khloe, her friend and one in Revenant's Toll that appears once you complete the Doman's Adventurers Guild quests with the Doman kids. Poor Revenant's Toll one has been looking to join in the Doman Kids' game of Hide and Seek since 3.0.
