As a side note, though... Do you know that Shield Swipe used to not be based off of blocking? It used to be an on-GCD skill that cost 60 TP. No one used it because it was a horrible DPS loss. They changed it to be what it is to make it MORE useful, which it is and you should be using it when it procs.

I didn't start until latish in the Beta, but it was already on-block unlockable weaponskill costing 40 TP at that time, and stayed as such until its conversion to an oGCD on a 15s CD in HW...
The change reduced mob and enmity control in dungeons, and was only a faint dps increase for those at or below a 2.4s GCD.
