It still required a successful block to be used, even when it was on-GCD. It's main use was that its 40 TP cost enabled you to go a bit longer in fights before running out of TP.

You still had to block to activate it, it just used TP and was on the GCD.

I don't recall the blocking req... But it's been a while since that change happened. You'd still have to give up something strong in exchange for making it a 'use whenever' skill.
