The duty finder organizes groups by language and work fairly well for most content, but PvP gets messed up by it. The system tries to create single language instances and finding 72 or 24 people for some languages can create dead queues.
Considering Phoenix is in the EU datacenter, check which languages you have active and set it so that only one language is active when you queue for PvP.
That's not the experience on a JP data centre. If we selected only E, we would never get a pop in anything, including frontlines. In having every language selected que times are around 5 mins for frontlines, 10 seconds for 8v8 Feast.It might be your language settings.

My guess is OP is trying to enter at the wrong time of day.
Well English isn't the main language of the JP datacenters. Queuing only English in there is like queuing only French/German/Japanese on Aether and Primal. Queuing only J in them is likely the same speed or even slightly faster than queuing with all languages selected.That's not the experience on a JP data centre. Getting stuck in a hung queue was a fairly common occurrence pre-3.5 though most didn't realize that was what was happening.
