AST "The Spear"

Not sure if developers even look at this. This is my first post.

Just wondering if there have been any considerations on changing "The Spear" from "Reducing ability recast time" to "Flat seconds off of abilities on cool-down."

I find myself never using Spear, because knowing if others skills are on cool-down or not never gets brought up. And since it only works if they haven't used the skills yet.

Just a thought. Anyone care to weigh in?

Examples:

Normal: Reduce abilities recast on cooldown on party member or self by 5 seconds.
Extended: Reduce abilities recast on cooldown on party member or self by 5 seconds, after 5 seconds Reduce abilities recast on cooldown on party member or self by 5 seconds.
Enhanced: Reduce abilities recast on cooldown on party member or self by 8 seconds.
Expanded: Reduce abilities recast on cooldown on all party members by 3 seconds.
