Is DPS'ing as a Healer Vote Kickable?

Haukke Manor is a lv 28 dungeon... and you dont even get the Fairy until you get your scholor soul stone at level 30....

I believe what was meant was doing levelling roulette as long as it was Haukke or lower, the fairy could solo heal.
