If it didn't have a downside, there'd be no thought process behind it, you'd have no risk to using it whatsoever

It's fine as it is, and likely won't change. I get that it is inconvenient, and even sometimes deadly, but it's there to make healers think twice before casting offensive spells.
Adding the slight delay can -only- improve the player experience in the game, so it's asinine to not do so.

I think enough "punishment" for turning on cleric is those 5 seconds, activating it by error because of lag shouldn't be punished.
Or a much easier solution: Allow cleric to be right-clicked off (or removed with /statusoff).
I'm all for it. As some pointed out before, it's more often than not your connection that screws you over with cleric's, not 'not being careful enough'. But yeah, it's always your own fault, never something technology related, right? Must be great to have such a stable connection at all times, I most definitely don't have it. Especially not when I'm on my alt on Balmung since, you know, transatlantic internet connection and all.
Besides, a 0.5 sec cd on Cleric's won't hurt anyone, and it won't cheese anything. The 5 second cd after activating it can stay, but please include that 0.5 sec dc after turning it off.
Games are never made with poor connection in mind for balancing, that's ludicrous, if you know you hit your skill then don't tap it again, you've activated it.I'm all for it. Wrong. Often I tap it, and it still doesn't drop off, making me waste whatever skill i pressed after. Most likely Tetragrammaton. Maybe you don't design games like that, it's still shitty to punish you for bad connection.
I had the same problem when I started playing whm. But then I got used to tap it only once.
Just remember that the effect comes after the previous cast or animation is finished. If you deactivate it while casting, let's say holy, then the cleric stance icon will disappear after holy is complete or canceled.
Just make sure you don't tap it more than once.
