It should be, Ironworks was good for like 3-5 levels give or take I doubt it will be much different, they will load us with weapons and gear overtime again.

The shire weapon should be enough. Similar to the last time before an expansion the last tomb gearset should hold you over at least until lvl 68
highest 3.x ilevel gear should be usefull until lv 66, if it is like with the upgraded ironworker sets during 3.0.
And I think the MQ will give crafted HQ gears as reward again (maybe starting with ilevel 245?)
230 will be plenty. Anything higher will just last you a little longer.

So, if my assumptions are correct, I would say max 3.X ilvl items would be relevent up to lvl 63, and the weapon to lvl 64.

You get i110 towards the end of the 2.X MSQ now, and that's good enough to into HW with. HW also brought in new i115 gears for level 50s, which are easily crafted. While the highest you could get at this level is i130, you don't need it for starting HW.
The equivalent of ARR's i110 should be about HW's i250. SB might also bring new easy recipes for i255. So Kinna weapon and shire gear should be good enough for starting SB.
There will probably be story quests that give baseline gear before they throw you into the first leveling dungeon so gear will mostly be a non issue even if you are undergeared. You might have a bit more trouble if they inflate the HP of mobs again if you are severely undergeared but they will probably have NPCs that sell gear like they did in HW for alts or edge cases like that.
The HW quest gear were HQ versions of crafted gear and in the first couple of weeks of HW the MB was flooded with them making them somewhat cheap to buy off of players.
At this rate we will be dealing 9999+ damage each hit
