The problem with your proposed rework of level 60 roulette is that this is how level 50 roulette (previously high level roulette) used to work back in ARR, it was changed to what it is right now because people would not unlock certain dungeons they deemed "annoying" so they could never get them in the roulette, they changed it so you needed all dungeons unlocked to do the roulette.
The restriction was lifted from these dungeons when it became "level 50 roulette" because it's old content, but for "level 60 roulette" they kept the restriction because it's current content.



The restriction was never lifted from 50s roulette. You still need to unlock and beat every duty in there in order to queue up for it. That includes Keeper of the Lake, so you gotta be near the end of the 2.1-2.55 MSQ stretch.
From what I've been told, the restriction was lifted from Trial Roulette however, likely because of the Hildibrandt trials.


It's extremely easy to get gear that is lower than 260. All you need is the basic gear you get from MSQ and you can just do the appropriate dungeons, Alex, or Void Ark/Mhach.
If you got him through the MSQ, then you at least did the required story dungeons to get there.

Crafting, Hunts ( which you can start at level 51 I believe.. meaning seals could have been collected starting /way/ before level 60 and they'd have a full set in their hot little hands before that ), A Few Dungeons, Bing Bang Boom.. Done...
The gear grind is not nearly as bad as it was before. There has been a lot of things put into place to help with that struggle ( mainly the crafted gear ). Let's also not forget how easy it is to get gear from Alex as well.
You have to do content to gear up, i fail to see the issue if they plan on doing content and playing anyhow. If they plan on playing the game they'll have to unlock a lot of these things anyway...
Why just throw free gear at them and then elimnate the need to do anything at all ( Dungeons, Raids, PotD, Story, Crafting, Gathering... ) Do they even want to play the game or do they want to skip ahead to AFKing around in town because they have nothing to do? This is an MMORPG the long run game & progression is kind of part of the deal.
As for the dungeon... I have no problem with lvl 50 roulette being unlocked, but 60 shouldn't be until 4.0 when gear will all be synced. Level 60 is still relevent content. Maybe if your buddy had done these dungeons to begin with gear wouldn't be an issue for them. Let's also remember the gear that drops in dungeons ( mainly speaking about 60 now ) just isn't for glamour, it's also catch up gear.
Again this is an MMORPG. Instant gratification usually isn't part of the deal...
Need an easy to obtain weapon? PotD, Relic, Hunts ( again I know... ), Crafted. None of those are that difficult to obtain while you save for a Shire weapon.

I know many idle games where you have to do NOTHING that have actually more content than FFXIV...
Most games (because you refer to MMO games) using a mix system where you have parts idle while doing some other things active.
Using MMO as an excuse is just weak reasoning!
Edit: In most games the idle part is either connected to level up (sub level, weapons level, skill level and so on...) or connected to hyperinflation (currency gain, special gems, present box, and so on...)

Hunts are honestly like the worst way to gear up. First you have to unlock them which takes unnecessary time since if people are like me with my alt they reached lvl 60 and finished heavensward before even getting to the top 3 ranks in grand company so you can't even do daily hunt missions. Also it's several times faster to just run through alexander gordias/midas as a full group to get 190-220 stuff. (takes less than 1 hr) Doing POTD is a good way to get a weapon though.



Wouldnt be surprised if they put 230 gear as rewards in patch 3.55 so people can catch up for stormblood.

I don't know if some of this had been answered but I recently discovered that you can get ilvl 200 weapons for centrio seals in ishguard and you can also get the upgrade item as well, I think you'd be looking at like 200 seals for both.Recently I got my friend to level 60 we managed to avoid burning him out on story and levelling thanks to main story exp boost. But once we hit 60 we almost lost him to item level raising blocking him from progressing story. The biggest issue being getting him a decent weapon.
I like the idea of making the lvl 60 roulette similar to the lvling roulette where you can unlock it with 2 dungeons and just get a reduced amount of tombs for doing it, I have a similar issue with a char I have on another server tho my ilvl on that char is around 200 but still going to get stopped my ilvl restrictions.
