"HUD layout" menu improvement

Im sure all of us suffered from the problem, when we tried to tune the UI- it is very hard to move the element of UI as you like. You "take' it by mouse and try to move a little, but it always move or too much or no enough and so on

That is why I offer to make second mode- moving by keyboard pixel by pixel. You just need to click on the UI element which you want to move, and then you just tap the directional keys on the keyboard to move this element on 1 pixel
