Sadly there are a pitifully small number of houses, around 120 total .. 3 wards, 2 divisions, 30 houses per division .. and sadly too SE allow players to sell them for hugely inflated prices, so even when one becomes available there are a good number of players who 'flip' them and make huge profits. They do become available once in a blue moon, good luck camping 3 separate wards 24/7, you're competing against bots.
The only option you reasonably can expect to have is an Apartment for 500K Gil (there are in far greater numbers and available in all wards), the downside is that they have fewer options than even a small house in terms of internal furnishings/NPCs and no garden, so gardening is limited too.
If you're in a Free Company you can buy a private room for 300K BUT YOU LOSE IT IF YOU LEAVE THE FC so it's a gamble that you'll stay with them or writeoff the 300k PLUS many furnishings that can't be taken out of a house after being place.
BUT, it gets even better .. you need to be level 50 in at least one DoW/DoM class AND Second Lieutenant in a Grand Company (which involves a lot of grinding of Company Seals and several dungeon runs) to even be able to own a house/apartment.
It's a real shame SE's housing system is so poor .. the ridiculously small number of houses is a 'technical limitation' according to SE .. as only 0.00001% of players ever get a chance to own one .. IMO an Apartment is a very poor substitute for the real thing due to its limitations and absence of an outdoor area with the amenities gardens can provide.

Apparently the next expansion will add more housing, I don't know if SE have fixed the basic design flaw which created the 'technical limitation' .. it's ironic that FFXIV was released in 2010 (and housing some 3 years later) by the same company that in 2002 released its first MMO where EVERY CHARACTER gets a FREE house at LEVEL ONE .. no limit on availability, no having to 'earn it' by leveling to cap and capping rank in an in-game 'guild', something that even a brand new player can enjoy from day 1.
