UI elements keep repositioning themselves on their own

As of today, certain UI elements keep repositioning themselves. I'm unsure exactly what causes it, but I noticed it immediately upon logging in today. I manually adjusted them back, and twice since then they have moved again. My layout is saved under slot #1 and that saved layout also has the UI elements in the wrong place if I try swapping back to it from another layout.

My best guesses are that it is doing it after exiting an instance, or loading into an area. Everything is in place, and then I notice after a loading screen that things have moved. When it happens I have not touched the HUD layout menu at all.

The specific elements that are moving unintentionally are hotbar 7, hotbar 8, hotbar 9, and hotbar 10. They are all located along the left and right edges of the screen, with #8 and #10 also along aligned along the bottom. They are a mix of 1x12 and 2x6 arrangements. No other UI element is moving at all. It almost looks as if those 4 elements are being placed where they would be if I had changed to a smaller screen resolution, but I have not made any resolution changes and other elements near the edges do not get moved.

Here is what my UI normally looks like (with hotbars labelled for convenience since I hide hotbar numbers):

And here is what it looks like after the UI elements have moved on their own:

I have the problem with self-moving vertical hotbars too

I have noticed, that when I open the character config menu, make changes in the checkboxes (pop-up text) and then push the CANCEL button (apply exit without changes), my hotbars moves. That is some kind of a trigger of this bug

Actually, that is very likely exactly what triggers it for me too. In all cases but the first where I noticed it upon logging in for the first time today, shortly before it happening I had adjusted the pop-up text and flying text settings to test them. I can't recall if I had done something similar or not prior to logging out yesterday or not, so I'm not sure about that one case.

Edit: just confirmed this is exactly the cause, although any changes made trigger it not just the pop-up text setting. Watched it happen right as I clicked OK on the confirmation to exit without applying changes.

Here are the steps to duplicate this 100% of the time:
Step 1: open Character Configuration menu
Step 2: make a change anywhere but do not apply (changes confirmed to cause the bug include toggling checkboxes for pop-up text or display inventory grid)
Step 3: click on close (without clicking on apply)
Step 4: click on yes in the confirmation window
At this point you will see the vertical hotbars change position.

(P.S. Here's a tip to make this a bit less of a hassle for those it happens to: Save your layout to two different slots so you have a backup, and when it happens click on the cog in the hud layout menu and copy the backup to the slot you use as your main layout. E.g. I save mine in both layout slot 1 and 2 and usually use slot 1. When this happens I just copy slot 2 to slot 1 instead of moving them all back manually.)
