No, the point is even if it changes people can override it regardless. Your suggestion has no meaning. The icons both mean not responsive to the game. I.e. Afk. They both may or may not be there if someone is afk. This is the case whether the afk or the camera icon is prioritized. Your suggested change therefore changes nothing.
