I believe a npc in each Residential Area sells it (the Estate Caretaker from what I remember), and it's an item that allows you to purchase a section of land (called a lot) for a house in a Residential Area. Unfortunately land is a limited resource and vacant lots have since all sold out on most servers (and especially so on Balmung).
There is a land reclamation function that was added to the game though where if a house's owner (either a FC or a single player) has not used their house in a certain amount of time (about 45 days if I remember right), the house and land is automatically repossessed, the house demolished and the land put up for sale again. Stormblood will apparently be getting a new residential area too for Ishgard so that will increase the availability of houses hopefully.
This is not how it works, you don't need a permit to buy land. You can buy any lot that available if you have the gil to do it. Oh that's right! I'm sorry, it has been ages since my FC gained it's house so I completely forgot how the system worked (not to mention I let my boyfriend handle all the paperwork). Thank you for clarifying that.
Although you are definitely right, I wanted to avoid getting into the negativity surrounding the housing system and it's issues and hence why I did not mention it.Unless SE will implement a rule of some sort where people can only possess one house per account, or be a certain level to purchase a house, the only ones getting a house in the expansion will be people who just want to prevent others from getting a house. Sure, apartments are a good idea. But it's not a fix, nor does it solve the problem of people with 500m+ gil who make multiple characters/accounts to buy all the houses. Everyone wants more than a little room to decorate. Back in 2.x, they changes small houses to have basements because of the limited space small houses had back then.
Also in regards to basements it was my understanding that the original idea behind their addition was that was where the company workshop was meant to go, which naturally did not occur (workshops instead became a separate instance accessed from the same door private chambers are accessed from). Not that the extra space was unwelcomed of course (all house sizes gained basements, including mansions).![]()

You're mixing up the permits for a Cottage (Small) and a House (Medium). Cottage permits are 450k, House permits are 1m, and Mansion permits are 3m if I'm remembering my prices.
I don't understand why the permit isn't just baked into the price of the plot. I could understand if we had more leeway with construction, but since the permit has to match the size of the plot (you can't build a Small or Medium house on a Large plot, for example) it doesn't make any sense to me to have that extra step.

Still like to know why it is so much cheaper on the AH though
now there is one for 195k where do these things come from >< couldn't find anything online, damnit if only i was not being rushed

You get them back when you demolish a house, so the people who give up their plot just want to get rid of their build permit. Don't worry about the being rushed part. The auto-demolish takes over a month to finish and you only need to build a house in time to enter it before the demolish timer runs out. I think it took me a day or two to buy the permit after spending all my gil on the plot.

You have plenty of time to build your house, it the same as the reclaim timer you have 45 days to build your house.
