Housing permits?

This is not how it works, you don't need a permit to buy land. You can buy any lot that available if you have the gil to do it. The permit builds the house on the lot that you buy, otherwise you just buying a empty piece of land.

Oh that's right! I'm sorry, it has been ages since my FC gained it's house so I completely forgot how the system worked (not to mention I let my boyfriend handle all the paperwork ). Thank you for clarifying that.

Unless SE will implement a rule of some sort where people can only possess one house per account, or be a certain level to purchase a house, the only ones getting a house in the expansion will be people who just want to prevent others from getting a house. Sure, apartments are a good idea. But it's not a fix, nor does it solve the problem of people with 500m+ gil who make multiple characters/accounts to buy all the houses. Everyone wants more than a little room to decorate. Back in 2.x, they changes small houses to have basements because of the limited space small houses had back then.

Although you are definitely right, I wanted to avoid getting into the negativity surrounding the housing system and it's issues and hence why I did not mention it.

Also in regards to basements it was my understanding that the original idea behind their addition was that was where the company workshop was meant to go, which naturally did not occur (workshops instead became a separate instance accessed from the same door private chambers are accessed from). Not that the extra space was unwelcomed of course (all house sizes gained basements, including mansions).
