It's just a difference of culture. In Japan, they are much more formal. Most Americans are more blunt and to the point. For instance, a Japanese business letter may begin by talking about the weather, the cherry blossoms, or a number of things before moving on to the topic of business. If it were an American letter it would be more like, "Johnson, I need those TPS reports on my desk ASAP. - The Boss."
