"I will only party with people who speak Japanese," is discrimination in the same way, "I will only wear yellow," or "I don't think children should smoke," is discrimination. Discrimination in and of itself is not always a bad thing, and sometimes it has valid reasons for existing.
The issue is, "JP Only" is perceived, whether intentional or not, to be a "you're an outsider" slur against those who don't speak Japanese, which is I'm sure you would agree, a bad kind of discrimination. Racist? Perhaps not.
But it certainly comes off as prejudicial considering there is an auto-translation feature meant to make basic party communication possible. So even if you want to frame this as simply an issue of language, I think there's a case to be made that being told "JP Only" is still rude and hurtful given that people of any of the supported languages ought to be able to make a go of it no matter what.
