Loosen up a bit on deck composition rules?

Can't wait for 4.0 NPCs to all use Random. Punishing the player for collecting cards.

Only for them to remove it in 4.5

NPC's don't use the random rule anymore. This was in the 3.5 patch notes. They now use a different rule instead of Random.
