I am not completely sure myself, but "Unlock RDM job" is plastered all over the product information for Stormblood, so it's why I figured even though it is in the old 2.0 area's, a Stormblood access key would probably still be required to get RDM.
For me, it's part of their selling point of the expansion.
While that is true, the "Battle system changes" is also heavily promoted, but the battle system changes will affect 2.x/3.x/4.x meaning even those without HW or SB will have to use the new battle system as well. Honestly there is no telling if ARR only players will have access to RDM until we see the patch notes and it shows available for 2.x/3.x
I don't think you will be able to unlock RDM ,regardless of where the unlock quest is or the start level, without Stormblood. It's one of the advertised features of the expansion. They wouldn't just give it out for free and not announce it beforehand a la NIN.
As for an Zodiac weapon, I doubt it since they didn't do it for Ast/Mch/Drk. That being said though, they do have a bigger budget supposedly and may not be doing 3 jobs this go round. Going from 3 to 2 jobs (if that happens) and starting them at level 50 could reduce the amount of the amount of weapons that they have to model for the jobs. I'd kill if RDM got a "Save the Queen" rapier Anima weapon.
