Haven't done everything yet, but from what I've done:
Best: Dun Scaith in general (the visuals, the mechanics <3), PvP queue times.
Worst: Zurvan HM (I can't even die there when I actively try), new EX dungeons.

Garo, fast pvp queues. Dun Scaith, visuals reminded me of Alice Madness Returns.

I love Dun Scaith. Especially from Scathach on. I liked Sohm Al's music and the first two bosses.
Hated the final though. You have a rock bulbasaur with AoEs. Then you have a Feraligator with unmarked attacks that lead to a fun fight. Then you get to the boss and its the one from TamTara but on fire. And it was boring.

Favorite
Garo Gear: Thanks to that doing pvp is actually possible without having like 2 hours queue, I also really like the Garo whm staff.
New orchestrion rolls: I love collecting them, and 3.5 added a good amount of new ones.
Dun Scaith: Nice visuals and fun bosses, even though the last boss is a bit of a letdown.
Least Favorite
The new Ex dungeons: All 6 bosses have barely any mechanics except dodge aoe and kill adds.
Light farming for the new relic, but I guess it wouldnt be part of the relic quest if it werent tedious.
like: all but 1
dislike: the 1 (un-origional relic grind, but not sure what else they could have gave us & semi-expected it at some point anyway... also not finished it yet so maybe removed as a dislike after)
What some see as "distracted" is really "fathoming the unfathomable" - last words from an Ul'dahn Mercurial Chemister at the battle of Carteneau
The only thing I don't like about this patch is how it put a spotlight on the worst parts of the community. I knew it was pretty bad during Sephirot with how it was virtually impossible to find a farm party that was both capable of clearing, and lasted more than 3 runs. It was also really telling how any Ravana run that got to Swift Liberation instantly fell apart. At least I could say "maybe it's just my server" and have the possible greener pastures of other servers if I had enough.
But now? Zurvan has brought out the WORST in people. MUST skip a mechanic, and tank LB the second??? Are ya'll for real right now? Literally git gud and do the mechanic!
Mechanic skipping was a mistake.

Best: Dun Scaith
Worst: the communities attitude to Zurvan EX and their compulsive need to demand high dps from other players to hide the fact that they themselves have low dps and a poor understanding of mechanics.

No. That's a good thing. Mechanics are boring. The only thing I don't like about this patch is how it put a spotlight on the worst parts of the community. The Good
Garo revitalizing PvP
Dun Scaith
MSQ (Albeit too short)
The Bad
Paintings retaining the odd rust tone from the Sightseeing log
The conclusion to the Warring Triad saga
Zurvan (both versions)
The Ugly
The community's response to Zurvan EX
Chat removal from The Feast
Dungeons fall under a "meh" category. An improvement from 3.4 to some degree, but neither were memorable. I did thoroughly enjoy the final boss of Baelsar's Wall. Granted, my opinion may change when I run it more. Haven't queued for Expert roulette since the patch dropped.

Best: Garo PVP event, Dun Scaith, MSQ, ability to dye on the Fitting Room; Baelsar's Wall (it's just a dungeon but the FFVI nostalgia got me).
Worst: Cross server PF and Zurvan. It completely ruined RF.
