Have people who are complaining about macros automating the game even done a primal? How often are you able to 100% do your optimal rotation throughout the entire fight?

Also I see zero reason for not having mouse over heals supported.

They don't want players pressing one button to play the fight out for them.

There's the usual timing issue of not queuing, but you initially referred to mouseover as not being supported. That's not its issue. It is supported. It just can't be queued in advance.
