Less time investment, but probably not easier. The people who can clear the raids within few days after release are the top players who have invested a lot of time/effort in the game prior to the release of the raid in question. Your average raider probably would take weeks if not months to clear the same raid. Meanwhile the relic quest grind can be done by new players, so I don't think it's fair to say raid weapons are easier to obtain.
