they did this on XI with claim block. Random block between 1.5secs and 3 secs after it spawned (server time) before it could be claimed and attempting to claim would put your ability on cooldown even if it failed.

Server latency seems to be around 1/2 sec or very slightly over it for most ppl. So the same claim block system should work.

One of our members tested this recently. The results were pretty interesting. Germany seemed to have it worst, followed by the UK. One of our German members lags a second and a half behind the NA members (which is a bitch to deal with on Ifrit abilities).
