Character Configuration UI settings HUD not saving properly

I play with "Display flying text" and "Display Pop-up text" both toggled off; however, the options are not saving, and every time I log in I receive flying text of my and other PC actions until I re-toggle the settings. The settings remain untoggled by look, but I see the flying text until I toggle them on and then back off. This happens every time I log out of any character.

Frequency: Every log in.
World name: Balmung.
Character name: Every character.

Step 1: Log in
Step 2: Open HUD settings
Step 3: De-activate flying text and pop up text
Step 4: Log out
Step 5: Log in
Step 6: Flying text and pop up text shows still
