    It's clear that Illberd did his homework when he was thinking of how to primal. And a powerful rage-filled one at that.

    1. Round up a bunch of people who want vengeance on the Empire.
    2. He made it seem like victory was snatched away by the Empire so they can cry out in desperation, and cry to Rhalgr for vengeance on the Empire.
    3. Knowing that there aren't enough worshippers for his Primal, he chose to use sacrifices in the form of Garlean and Allagan bodies(Including) his own.
    4. To make sure his god was filled with rage and will set out for revenge he got Nidhogg's eyes. Nidhogg, who was the embodiment of rage and vengeance. And not only that, but a huge amount of aether.
    5. Add that and you have Calamity-level Primal fueled by wrath, vengeance, and death. I think that is his fuel. When he causes destruction or when there is war, death will follow, which will give him power.

    I, however, think that Illberd DID intend on summoning Rhalgr. A powerful Rhalgr that would seek vengeance for his people. But Illberd didn't know his Primal would come out as a dragon. Neither did the begging Ala Mhigans either for sure. They were crying for Rhalgr. Not some... thing. I think Shinryu was an unforseen mistake.
