It is commonly known and accepted among the spoken races that primals are false gods. The beastmen who worship a given primal are true believers, and perhaps other tribes as well (that is to say they acknowledge other primals as true gods even if they don't revere them), but spoken races do not acknowledge primals as true deities. As an ex-Captain of the Crystal Braves, Ilberd is probably as aware of this as the average Eorzean, if not moreso.

Considering he was in contact with Elidibus, who knows all the secrets and refuses to share them with anyone unless he deems it appropriate / necessary, Ilberd is definitely aware of the true nature of primals. Ilberd summoned with the express purpose of avenging the deaths of the Resistance soldiers at Baelsar's Wall and liberating Ala Mhigo. As he says, primals don't need worshipers or belief - just purpose and aether, both of which he provided.

What did Ilberd summon? Whoooo knows. Most probable is still a corrupted Rhalgr. While I'm not usually one for such speculation, I must admit the idea of it being Griever has me intrigued and sounds... almost plausible. Again, Knights of the Round, so anything's game at this point.
