First: You can, in theory, have two copies of a Primal summoned at the same time, confirmed by Koji Fox in that, if there's a difference in the belief that you're summoning a Primal, they could be the same with a different personality (the example, a theoretical beast tribe that sees Ifrit as a kind lizard that gives children ice cream).

Second: The ritual doesn't summon the Twelve themselves. I mean, it could, but the ritual as it's made involves summoning the Twelve's POWER and then forming the Dalamud prison with it and finally killing the caster so they don't actually manifest.

With the ample foreshadowing it's much more likely the primal sealed is Rhalgr instead of Shinryu.
