My understanding is Primals require a source of Aether (a power source) and Worshipers (to help maintain its form). This is why the Eyes of Nidhogg don't make me think they would replace the need for worshipers. Clearly the primal is sustained somehow but for now I am very keen to find out how.
So in the End, the new raid will be about defeating Shinryu, which is (currently) bound by an Allagan machine.
Anyone else think this is a little bit to close to the binding Coil of Bahamut?

We actually don't know this at all. "The Bend of Time: Omega" says nothing about Shinryu's involvement, and as of now, we know precious little about the fate of this new Primal. Let's wait to see how it all shakes out before we assume it to be so blandly derivative.

It's clear that Illberd did his homework when he was thinking of how to primal. And a powerful rage-filled one at that.
1. Round up a bunch of people who want vengeance on the Empire.
2. He made it seem like victory was snatched away by the Empire so they can cry out in desperation, and cry to Rhalgr for vengeance on the Empire.
3. Knowing that there aren't enough worshippers for his Primal, he chose to use sacrifices in the form of Garlean and Allagan bodies(Including) his own.
4. To make sure his god was filled with rage and will set out for revenge he got Nidhogg's eyes. Nidhogg, who was the embodiment of rage and vengeance. And not only that, but a huge amount of aether.
5. Add that and you have Calamity-level Primal fueled by wrath, vengeance, and death. I think that is his fuel. When he causes destruction or when there is war, death will follow, which will give him power.
I, however, think that Illberd DID intend on summoning Rhalgr. A powerful Rhalgr that would seek vengeance for his people. But Illberd didn't know his Primal would come out as a dragon. Neither did the begging Ala Mhigans either for sure. They were crying for Rhalgr. Not some... thing. I think Shinryu was an unforseen mistake.

And at the end, Ilberd got exactly what he wanted: The alliance started to enter Ala Mhigo.

The thing is, Shinryu actually uses Thunder to destroy the omega arma... And that was actually the only time Shinryu seemed like winning... Plus, we know that Shinryu is an ancient monster in mhigans' folklore. So how exactly can we be sure this isn't, at least in some way, the first being that would later be revered as Rhalgr ?
That's far fetched, but maybe, Shinryu and Rhalgr are one and the same. I mean, Shinryu literraly means "Spirit Dragon", so it was revered by ancient mhigans as a spiritual being... Maybe, as centuries passed, the "priests" (monks) became the ones that were seen as "divine", so Rhalgr was pictured as a monk... But the primal would still be Shinryu, and its soul would have answered to the prayers for Rhalgr, its "human representation"...

Except, they said Shinryu is Doman, not Ala Mighan....
