Quest completion history and aetheryte attuning history gone

Background: I took some time off, and just returned to the game last week. I left probably a few months to a year after "A Realm Reborn" was released.
Issues:
1. My quest completion history is completely gone (other than ones I've completed in the past week). I wanted to resume my BLM quests, which I was probably 70% done with, but it's wanting me to start all over since there's no history.
2. I'm having to re-attune to all the aetherytes all over again, since there is no history of me attuning to them.
3. There could be other things missing, I haven't checked thoroughly. I also have a second character that might be missing these things as well, but I haven't checked yet.

Ok, so after doing some digging I found that older quests are categorized under "Legacy Quests" so they aren't exactly gone. But does this mean I need to start the BLM quests all over again if I want to finish them? It looks like I can't resume from where I left off...

As for the aetheryte attuning, I can't explain why those are all gone. Isn't that something that should have been preserved?

If you only have Legacy quests, it means you played before A Realm Reborn, which explains the lack of aetheryte attuning etc because that stuff wasn't carried over from version 1.0 to ARR, as far as I'm aware.
