Unable to download patch files?

these are the errors I'm getting, and I'm a little in the dark here. Let me explain the backstory here a bit, I bought the game for my friend after he played around on my ps4, he enjoyed it enough to go and download the demo which installed and patched fine. Now we're running into these issues with the retail version of the game I gifted through steam and neither of us have any idea as to what needs to be done in order to fix this. The steps we have already tried are using a fresh install of the game, downloading patch directly wired, and turning off all background processes, none of which have seemed to work.

Is this issue maybe related directly to the steam client? if so, could simply removing it from the steam folder and trying admin controls work? Neither of us have tried contacting steam yet, as we are both still hopeful that we can get the game working and not need to go down the route that is steam customer care lol.
