The scaled-down Luminous Engine (which FFXIV uses) is highly optimized to show multiple player-characters/NPCs on-screen all at once with maximum performance. The only valid excuse to remove it's core function is because of the PS3. Since it'll be dropped in 4.0, it won't be valid anymore, pretty much.
So, I'm hoping they will look at this and possibly add better textures and such, as nothing will be holding its Engine capabilities back anymore at that point, haha.

Pixelation density puts a massive strain on your average CPU. To give an example, 1.0 flowerpots had the same amount of pixels as full blown character models. Most people do not own top of the line PCs, nevermind ones capable of handling high pixel density. Adding those details would bottleneck anyone not using higher grade CPU and GPUs. The PS3 held things back somewhat, but nowhere near to the extent you believe. 1.0 flat out couldn't run on the PS3 and I dare say even the PS4 would struggle due to its poor optimization. Personally, I'm not seeing a significant difference between the two in your pictures. At least not one where I'd want the devs to bother with an expensive upgrade. I would, however, love to have them release 2k or 4k models for those of us capable of running the game at higher resolutions. The scaled-down Luminous Engine (which FFXIV uses) is highly optimized to show multiple player-characters/NPCs on-screen all at once with maximum performance.
