I'm not a technical genius so bear with me here, from what I understand, they downgraded the engine to allow the game to better run on lower quality machines to increase the amount of potential players. That's my basic understanding of it.
They are dropping PS3 Support once 4.0 is released, so I really don't see how a few touch ups here and there wouldn't be technically possible.
This is true. I highly doubt they'll go back and change the old clothing and armor sets but maybe better quality textures on the new armor sets and on some of the character models will be a thing.
Because 1.0 put more emphasis on the look of the game than the actual game itself.
The scaled-down Luminous Engine (which FFXIV uses) is highly optimized to show multiple player-characters/NPCs on-screen all at once with maximum performance. The only valid excuse to remove it's core function is because of the PS3. Since it'll be dropped in 4.0, it won't be valid anymore, pretty much.
So, I'm hoping they will look at this and possibly add better textures and such, as nothing will be holding its Engine capabilities back anymore at that point, haha.
