When they were first released and practically evaporated on player contact I thought it might be quaint if they had a small gather timer where once found and initiated you had a set period of time before you could engage and it would allow players to get to location / prepare. Suppose you could tack onto that a sort of "FATE" scaling when the number/ilvl in the area reads a certain way, if it accidentally over buffs damage reduction it can remove it in layers till dead (prefer damage reduction is the first thing that gets buffed, so it doesn't turn a regular 50 A rank into godzilla 1 shot fest).


I'd be concerned of a straight up buff though, like the ARR ones are for ARR (level cap 50) and making them of ilvl 250+ level 60 players would be pretty rude lol. Also making it harder for players once the content quiets down again, which it will go off and on.
