I agree with OP. It should be like faction leves...you have the "recomended setup", but if the dude feel like going solo he can. Party restrictions and level cap are 2 stupid restrictions IMO...they just take away the fun of some features.

The only restriction i agree is regarding the maximum size of PT...like being able to enter up to 2, 4 or 8 members...but having no minimum restriction.
